1/5/13 @ 1:22 A.M. - A WYBPD patrolman on patrol in the vicinity of  W. King Street, when a white Dodge Charger bearing Pennsylvania registration was observed with an equipment violation first then observed violating a traffic law.   This vehicle was stopped in the 1300 block of W. King St.  The driver was identified as Joseph YANK, 24 Y.O.A. W/M, residing in the 1900 block of White Street, West Manchester Township.  YANK exhibited signs of alcohol intoxication and subsequently was requested to perform field sobriety testing, which he failed.
Further investigation revealed a prior arrest for DUI filed against YANK in 2010, making this arrest subject to York County's "Target 25" program which requires police to arraign repeat DUI offenders immediately before a judge.    
After YANK's mother arrived on seen to take care and control of his vehicle, YANK was then transported to Central Booking for processing and arraigned for charges related to DUI General Impairment.
